With proper mods, I could slow time by 50% for 16 seconds with a 7 second cooldown (15 second base cooldown -5.5 from mods and -30% from cyberware). It's great offensively by essentially doubling your movement speed and attack speed. WebbBerserk is more enjoyable to pair with gunplay than Sandevistan IMO. Blades + Cold Blood + Sandevistan is devastating and a lot of fun. Bonus is it comes online early in new games. The Common tier Sandevistan from Vik is pretty cheap, and once you grab Satori from Konpeki Plaza Cyberpunk becomes Fruit Ninja.
